Google is not giving much shit about white labels any more it is not just you.

THis is not news 2 years ago my 6 high ranked WL sites got off page 2 let alone page one in results.

White labels are still good for one reason you build up back links to your domain, when you send traffic to a sponsor site you are not doing anything for your seo.

what am I doing wring, I can not make sales with my 2 webcam white label sites, is there any quick ways to get them ranked on Google for some sales or is it time I deleted them.

Not all WLs were created equal. There are programs that block all indexing via tag or robots.txt file. Some programs do not block, or do not block providing you send X amount of traffic per month or whatever. Doesn't matter how much SEO you'll do if the damn thing is blocked from getting indexed.
