for the first blog do you suggest buying one or starting one

This is all too much for me, all week I spent reading on starting a blog. Do you suggest just spending say $200 buying one and working on it instead of starting one and doing traffic cross linking and search optimizations to it.

All depends on a lot of things and how much work you want to do. If you buy a blog, be sure to do all of your research on it to see if it is a good price and that stats are legit. Most of the time, though, those sales are just based on revenue.
If you do it yourself, you have a lot more flexibility to do what you want, but the cost is time.

For $200 plus your own domain and hosting, I could make a small-medium blog network with one main "money" blog on the index, niche/micro niche on the subdomains, SEO optimized, all handwritten (10 posts minimum on index), the rest depends on the niche/sponsor/content available/etc. I also build for sales, not general traffic.
I'm only offering that cheap this week because I could use the extra work.

Wordpress is so simple to setup , there are tons of free themes to go with it. Do it the right way, start your own blog from scratch.

It is the same about traffic, you can get free traffic but it will take time instead of paid traffic that would cost you money.
So you can get your money back, but the time can't bet back.
I can promote your blog when you need :)

You can buy a nice built blog for $200, if you want to spend the money that is the fast way to jump in.

Jump in and do it. How you gonna learn if you don't get your hands in it. Wordpress is easy, play with it and you'll see. Once it's built you'll need to maintain and update it so you might as well learn. Unless you plan on paying someone each time you need something done. It's time to take a break from reading and to start doing. If you really thought that it's too much for you, I doubt you'd be here.
